So i came across this AMAZING style of photography and i was wondering if anyone here knows how to achieve this style. It looks like it's a photograph turned into a painting. I'm assuming this was done in photoshop. Does anyone know how to achieve this?

It looks like it was done with Corel Painter program. Painter is very good at this. The learning curve is as high as Photoshop. I hope this helps you.
