Hi Robert,
No, I'm not Stan. A neutral density filter will limit all the light entering your lens, not just the background...I'm thinking as I write here so bear with me...but this might be a nice solution if your camera doesn't sync at a fast speed...you would need more power from your strobe because the light from the strobe would also get 'eaten' by the filter. Hope that made sense...

As Steve said, the ND filter will cut back on ALL the light entering the lens, background as well as on the subject. If you're shooting flash on TTL, you may or may not get the same F stop as without the filter.
If you know the exact amount of light reduced by the filter, you may be able to maintain the Fstop you used without the filter by compensating with the shutter speed.

Excellent posts and very interesting ideas.
Some people take spot meter reading from background like blue sky and set camera to manual mode. After that use the higher shutter speed or small apture. I think there will be many test images before getting it right first time round.
I will give try in coming weeks.
